Civil Defence Corps has been formed under the Civil Defence Act 1968 in Delhi.The overall control of Civil Defence lies with the controller, Civil Defence, Delhi (Jt. Commissioner of Police New Delhi Range) under the guidance and directions of the Director, Civil Defence, Delhi.

The Controller is assisted by the Group Controllers (District DCsP), Zonal Controllers (Sub Divisional ACsP), Instructors (Civil Defence) and Voluntary Rank Holders like Chief Wardens, Divisional Wardens, Post Wardens, Sector Wardens, etc.


At present Delhi is divided into 9 districts, 39 Zones and 105 divisions for Civil Defence functional purposes. There are 13 depots located in various parts of Delhi from where necessary equipments are issued to Civil Defence parties,as per need. There are 30 Civil Defence Sub Control Centres spread all over Delhi where enrolment forms for volunteers are issued and enrolment process is taken up. These offices are manned by one Civil Defence instructor with other staff.

The Chief Warden (Volunteer) is the top ranking Volunteer in a district. He is assisted by a Dy. Chief Warden.
A District is divided into divisions. Normally, one division covers a population of one lac persons. The Divisional Warden (volunteer) is the top ranking volunteer of the division. He is assisted by Dy. Divisional Warden and other Wardens.
A division is further divided into posts commanded by the Post Warden and a post is divided into sectors commanded by Sector Wardens. All of them are responsible on the one side to the Zonal Controllers, Group Controllers and Controller and on the other to the Director civil Defence, and SSO (CD).
The ultimate authority is that of the Director, Civil Defence, Delhi.

The volunteers and voluntary Rank Holders are the main functionaries of Civil Defence Corps in the field. Presently, about 24000 volunteers are on roll in Delhi.

Composition of manpower in a Civil Defence division

There are 543 CD Volunteers in a Division of One lakh population. The constitution of a team of 543 Volunteers is as under :-

(d) Dy. Post Warden - 10
(e) Sector Warden - 100
(f) Post Messenger - 20
(g) Member, House Fire party - 400
